Scoring rubric
Higher scores require evidence, not confidence. A score is set by what's documented and demonstrated, not by how the answer is worded.

Decision gates
An overall average never produces a green light by itself. Each stage defines a small set of dimensions that must individually clear a floor — governance, strategy, financial health, or program evidence, depending on the stage — so a weak spot can't hide behind a strong average.
